Well I would recommend this place that I just blogged about. It's Jalan Lekar, Jalan Semangka area in Choa Chu Kang. It's not a park but the view quite fits what you are describing here. If you drive, it easy to get to. If you don't, you can take a shuttle bus to Qian Hu from CCK MRT station and just walk the rest of the way.
Jln Semangka is actually a loop. On the northern side, you can ge a nice view of Sungei Tengah. I did not post any photo but the view is quite nice. But area is quite secluded and thus not suitable for female to go alone.
It's good to see such rare open air places in Singapore. Will likely pay a visit later.
